Requirements

Complete listing of the Wisconsin state requirements the teen classroom course must satisfy, with the curriculum topics tagged to each. The codes come from two authorities: Trans 105.07(1)(b), the administrative rule listing required classroom subjects, and Wis. Stat. s. 343.71(5), the statute whose items are incorporated by Trans 105.07(1)(b)1.L. Five statutory items each require at least 30 minutes of instruction: (b) organ/tissue donation, (c) motorcycle, pedestrian & bicycle awareness, (e) railroad grade crossings, (g) vulnerable highway users, and (i) highway work zones. Every other paragraph carries no stated time minimum. WisDOT's MV3757 checklist folds (d) Move Over into (i) work zones as one combined 30 minutes line — the two are satisfied together, not 30 minutes apiece (see the correlation table below). Each code links to the current text on docs.legis.wisconsin.gov. A No topic tagged pill marks a requirement with no curriculum coverage yet. The Timing column totals the length of the tagged topics (the Manager's canonical timing model, published topics only) and, for the five 30-minute subjects, checks it against the floor — green meets it, red falls short. Totals sum each tagged topic's full length, so a topic that only partly covers a subject still contributes all its minutes.

MV3757 Correlation

Cross-walk between the code-based requirements above (the source of truth) and the plain-text required-topic lines on WisDOT form MV3757 (rev. 4/2026), the Driver Training School course-approval checklist. The statutory and administrative codes are authoritative; the form text is a flattened restatement and is shown only for reference.

F.1 — Classroom

Statute vs. form — one gap to note. The checklist prints a 30 minutes marker on four classroom lines: Organ and Tissue Donation, Railroad Crossings, Vulnerable Highway Users, and the combined Move Over / Work Zone line. It does not mark Awareness of Motorcycles, Bicycles, Pedestrians — yet s. 343.71(5)(c) requires at least 30 minutes for it. The statute is the source of truth, so the curriculum should plan a full 30 minutes there regardless of the form's omission. Net statutory minimums: five 30-minute blocks (b, c, e, g, i); (d) Move Over rides along with (i) rather than adding a sixth.
